Bellwood resident Tisa Carter, 29, is a rarity. She’s approaching the tail end of an apprenticeship with Chicago Journeyman Plumbers Local 130. With 6,100 members, the union is one of the largest straight-line plumbing locals in the country, according to its website.

In 2015, Bishop Reginald Saffo, chairman of the Proviso Township Ministerial Alliance Network (PTMAN) and pastor of United Faith M.B. Church in Maywood, saw that many of the youth in Proviso Township lacked direction in life and were even getting into crime.

The Opportunity Works program at Proviso Leyden Council for Community Action, Inc. (PLCCA) in Maywood has partnered with Metra to provide internship opportunities to 20 young people, ages 18 to 24, in Metra’s corporate and Ogilvie Transportation Center locations.
